Threatening Tone of Messages on WhatsApp Group

On our Apartments WhatsApp group, one of the members has used threatening language saying, "There will not be anyone worse than him if we don't follow what he says". Also he messaged in a demeaning manner directly to an elderly lady on the group. Are these offences? And should this be reported to the local police?
