Legal notice for not joining the company

I have applied for a company and didn't even join it or haven't signed any bond but they have send me a legal notice for not joining and asked a penalty of 35000
A.Dear Sir,
Such notice is not maintainable and he can't go to any civil court to claim penalty of Rs.35,000/-. U may just ignore such notice and go in search of new job.
