Harassment and Money Not Given

Hello Team,
My name is Nav. I Stay in Secunderabad. I am one of the flat Owners in my Building. Two of the Flat Owners have not given our hard earned money spent on the repair of the Building Terrace. The amount and work was discussed and all of them agreed to give the amount, but later two Flat Owners refused to give the amount. The Maintenance Person who is witness for Everything did not saything to these owners regarding returning the amount back and started sending the Building Watchman to our Flat Continuously for Building Maintenance Expenses.
Later one of the Flat Owners among this catched my neck, throwed my Buckets and stopped me from Filling Drinking water which is our Basic right and also we pay Property Tax which entitles us to use Municipal Facilities. Another Flat Owner and his Son abused me on Terrace by using abusive language and abusive signs. He also lifted his hands and mentioned multiple times "I will beat You". Now this person has locked the Bore Water Board to harass us. It's been more than 3 weeks, till date this person has not opened the lock of Bore Water and thinks he is above Law. Also this person' son also quarreled with my father many times for no reason. My Father is a Senior Citizen. Also what his son has done with my Father constitutes to Harassment and should be severely dealt with. I am facing trouble doing basic daily Chores due to these cheap and harassing Practices. I am suffering Mental and Physical Stress due to this. I am having Body Pains.
Waiting for the reply and Punishment for these people as per Indian Law.

You have to first lodge complaint with your society management. Then approach Police then file a suit for recovery of said amount as per agreement.

Thank you Sir for your valuable comments. Society Secretary has raised his hands up and is not doing anything. They are also not happy and have negative opinion about my building. Since I have faced so much trouble because of these 2 people, I am looking for severe punishment and Compensation since I have suffered lot of mental and Physical Stress. I am having Health issues since I have to spend lot of my valuable time on my basic Body requirements.
Please contact an advocate and file a case against these people on the grounds of mental and physical cruelty.

Thank you for your Valuable advice. I want severe Punishment for these people. Its nearly a month, this person has not opened locks of Bore Water Switch Board and switch on the Motor as per his needs. He thinks he is above law. I have faced so much trouble because of these 2 people, I am looking for severe punishment and Compensation since I have suffered lot of mental and Physical Stress. I am having Health issues since I have to spend lot of my valuable time on my basic Body requirements.
Please let me know how much money it will cost me to serve them legal notice and get these people behind the bars and also I am looking for Compensation for the intentional trouble by these people.
