Delayed possession of shop in mall Delayed possession of shop in mall

I booked a shop in a mall in August 2016 in Lucknow. I paid 40 percent amount and stopped paying as work progress was too slow. The builder promised to give possession in 36+6 months. However, the project has still not completed after 77 months till date. Till now 80 percent payment demand has been completed by builder.
As the mall is nearing completion, I want to pay the due amount and continue in project. But builder is not accepting payment and saying to take back deposited money.
It has been more than six years and I have paid approx 15 lakhs rupees to builder five years back. I have sent him a letter through email but the builder is not replying. I have all the payment receipt, demand letters and payment statement provided by him . But, he has not returned agreement letter which was given to him for his signature. What to do pls advise ?

A.Dear Sir,
You may intensify the process for recovery of such amount with interest because the constructions may not be completed in near future. You may get issue a legal notice and then approach Consumer Court for compensation also.
