Physical and Mental Harassment. Money Not Given

Hello Team,

My name is Nav. I Stay in Secunderabad. I am one of the flat Owners in my Building. Two of the Flat Owners have not given our hard earned money spent on the repair of the Building Terrace. The amount and work was discussed and all of them agreed to give the amount, but later two Flat Owners refused to give the amount. The Maintenance Person who is witness for Everything did not saything to these owners regarding returning the amount back and started sending the Building Watchman to our Flat Continuously for Building Maintenance Expenses.

Later one of the Flat Owners among this catched my neck, throwed my Buckets and stopped me from Filling Drinking water which is our Basic right and also we pay Property Tax which entitles us to use Municipal Facilities. Another Flat Owner and his Son abused me on Terrace by using abusive language and abusive signs. He also lifted his hands and mentioned multiple times "I will beat You". Now this person has locked the Bore Water Board to harass us. It's been nearly 4 weeks, till date this person has not opened the lock of Bore Water and thinks he is above Law. He Switches on the Motor as per his wish. Also this person' son also quarreled with my father many times for no reason. My Father is a Senior Citizen. Also what his son has done with my Father constitutes to Harassment and should be severely dealt with. Also this person is Extremely Greedy for Money and asks for 2-3 times more than the amount spent for Building Maintenance and does not give any Invoice regarding the amount when asked also. I am facing trouble doing basic daily Chores due to these cheap and harassing Practices for no reason and is intentional. I am suffering Mental and Physical Stress due to this. I am having Body Pains. Also is it legally correct to lock Basic Amenity Water Board?

Please let me know if this is correct according to IPC and Indian Laws. Please let me know the Maximum Punishment for these people and Maximum Compensation I can get for Intentional Mental and Physical Harassment in this scenario.
