Breach of Offer Letter Terms : Arbitration and Conciliation Act, 1996

I have accepted the offer letter and have not joined the company. It has a t&c of paying one month's gross salary if I don't join.
And offer letter have arbitration clause "In case of disputes or differences arising in connection with the terms of this
Agreement, the same shall be resolved through arbitration under the provisions of Arbitration and
Conciliation Act, 1996 and any amendment thereto".
I informed them 15 days prior to my joining day regarding declining the offer and they acknowledged it.
Now got mail from HR to pay some amount within 7 days(already over), otherwise, they will start the arbitration proceedings.
Please guide me.

As you said that you have already get them know that you are declining there offer and they acknowledged that also. If they have not spent any training charges on you then the company cannot go for arbitration process.
