Travel Agency not refunding the promised amount after cancellation of membership

I purchased a 5 years membership from a travel agency for Inr 70k and the very next day I found that this company is fraud and they never provide the promised services to their customers and I mailed the company for cancellation of membership. As per their policy if cancelled within 4 days then 40 % is deducted as cancellation amount and rest 60% is returned within 60-90 days. I bought this membership in Dec 2022 and its May 2023 now and they have not returned the amount yet. They are giving false excuses and asking to sign a document which says that I have received the amount in my amount and full and final settlement is done.
My question is how can they ask me to sign a document that I have received the amount even if they have not returned a single penny ?
What is the penalty as per law if the amount is not returned within the said period as per their policy ?
How can I get my full refund back now ?
As per the information you have provided it is advisable to you to that file a suit for recovery of amount.
You need to file a case in consumer forum/commission against that travel agency to get back your money.
The law on refund depends on what yo had agreed for in the contract.
You may get issue a legal notice or go to Police Station and lodge complaint. If no reply is given or evading reply is given then go to Consumer Court.
