Lease agreement

Hi
I have a site adjuscent to my brother and my brother applied for a gas station .As site is insufficient as per the requirement he asked me to lease out the site for 20 years.He told me that his site is enough for the business and this is only for fulfilling the requirements.After getting the approval we can cancel the agreement.
Is it possible to cancel the agreement after getting the approval.?
I request your guidance and opinion.

Yes, it is possible, if he does not want to pay money for the land he has taken on lease.
On the other hand, if you lodge a complaint against the cancellation of the lease agreement , he might loose the deal as well. In a way, both of you are dependant on each other.
