Punishment and Compensation for Locking Basic Amenity Bore Water SwitchBoard

Hello Team, I stay in Secunderabad, Telangana. One of Flat Owners in my Building has Locked the Basic Amenity Bore Water Switch Board for nearly 5 months to get free money and asks for 3 times amount for the maintenance of the Building and after exposed by me is threatening to beat me. Does not give any invoice. Three flat owners owe us an amount spent on maintenance of Building Terrace from more than 2 years. Other Flat Owners are supporting him since they are of same Mentality and are harassing us in some or other ways. One flat owner catched my throat and stopped me from Filling drinking water and also parks his vehicles near drinking water tank intentionally to cause inconvenience. Have reported the issue to Society, but society has done nothing and Secretary removed us from Society whatsapp group since he belongs to same caste as this person(who locked the basic Amenity). Police have asked to consult Lawyer advice. Would Request Experienced and Knowledgeable Lawyer for Punishment and Compensation in my case as Per Indian Laws. Thanks
