No Rental Agreement

Dear sir,
My landlord hasn't provided me with a rental agreement even after paying 500 rupees for legal charges as he mentioned. Later he told me to deduct my 500 rupees from the next rent amount. When I asked about the agreement, he said it is okay. I'm staying here for 3 years.
I paid 50k as a security deposit in cash but I'm paying rent online transfer always.
We have some altercations due to the motor pump and insufficient water supply. We are planning to move out. Since we paid in cash and we do not have a rental agreement I'm afraid that he may refuse to return my security deposit and he may say less amount too.
What shall I do?
A.When a rental agreement is executed between the landlord and tenant, the landlord is duty-bound to provide a copy of the said agreement. In case of denial by the Landlord to refund your security deposit, you may serve a legal notice to the landlord and reach out to the Office of Rent Controller concerned for filing a complaint against Landlord to resolve the matter. Get in touch with an Advocate for guidance and steps.
