Landlord not returning deposit

Yesterday, i went to check a 1RK flat in Kolkata for renting purposes. Initially, i liked the house and made a deposit of 12k with the landlord including the advance. But later before shifting, upon a more thorough look, the house had multiple problems and was not satisfied with it. So i asked the landlord to return the deposit as i changes my mind and won't shift anymore. Now the landlord is refusing to return it back saying that it is non refundable. Please note the agreement has not been made yet.

As per the information you have mentioned , that is where people find the importance of rent agreement if you had the agreement you coud have get your money easily, not having a rent agreemnt gives landlord an advantage as well that you can not institute a suit in the court of law.

You should not return keys of the house until your deposit is returned. If you had already returned keys then approach the Police.
