As such this does not, by itself, mean that using a gambling site from within India is legal. With that being said, with the exception of in Maharashtra, there are no laws which clearly state it is illegal for an Indian resident to gamble online.
Online lottery website in India for operator is not legal completely, but in some states of India its legal to operator like Sikkim, Goa, Punjab. Land-based lotteries- Allow in 12 states, West Bengal, Maharashtra, Kerala, Punjab, Madhya Pradesh, Sikkim, Goa, Assam, Arunachal Pradesh, Meghalaya, Manipur and Nagaland.
