Dear Sir, I have heard that in High Court, PIL is generally heard by Hon'ble Chief Justice of High Court. Is it true? is there any protocol that all the PIL should be heard by Hon'ble Chief Justice.

It depends upon the particular High Court which may frame its own rules. It is the discretionary power of Chief Justice either to hear all PILs or by any other Division Bench.
