Contractor submitted forgery documents and evaded tax

Sir there are 22 registered contractors in electricity board. All of them were produced sales tax no clearance certificates and claimed bill amount in lacs in different periods . But all the certificates were manipulated and fake. Evasion of tax 1 cr n above detected. But only two of contractors were taken criminal action. RTI evidences. All others let free. What would be the intention of complaining officer or executive to escape other tax evaders. Superior officers r also not taken steps to take legal action against them. Wt nxt steps should I take legally

If your problem is not attended file a Case against the Authorities.
Bring it to the Notice of Public through media.
