flat possession given without sale deed flat possession given without sale deed

I booked a flat at Anand House Phase II, Fatehgunj, Vadodara in 1986 and agreement for sale was executed. On completion of construction, possession of the flat was given to me by the builder in May 1987 but no sale deed was done. I am staying in this flat since May 1987. There are 40 flats and no sale deed was done with any flat owner. The builder gave the reason as there is dispute within the family who sold the land to the builder. Flat owners meanwhile have formed the society which has been registered and share certificates have been issued to flat owners. Over the period, the builder has expired and land (property) has not been in the name of the society. The land now stands in the name of government. Please guide us on 1) how and whom to approach for having ownership of land in the name of society. 2) Can any flat owner sell the flat by having sale deed for the flat with the buyer and whether the sale deed will get registered?
