house building allowance related

Sir, I have purchased a plot with 30 years old small house in it . Now I want to demolish it and construct a new house by taking HBA as I am a govt. employee. But my office has rejected my HBA loan application saying that my sale deed shows there is a house in the plot hence I am not eligible for HBA loan. Kindly tell the solution how can I get HBA?
