what are legal rights of a second wife having 4 yr baby girl? if husband is not carrying responsibilities due to another first wife .

A.The rights of the second wife is limited to maintenance only and she can claim it best by filing a Section 125 Cr.P.C.
For the 4year old baby girl,
As the father of such girl, [be it legitimate or illegitimate] it is the duty of the father to maintain her. As such for the baby girl you can ask for maintenance without any trouble.

A.you can file Domestic Violence complaint, claim maintenance, file police complaint, can also seek for restitution of conjugal rights or divorce, as per your wish.
if he married you disclosing fact of first marriage then its an offence too and he will be prosecuted for such offence
