Home construction stopped

My house was rennovating and some nigam officers stopped the work ,my father visited the parshad but she demanded money for continuing construction,i want to ask that is there any law which states that one has to give money to the nagar nigam to build his own house

A.U should file a case before special tribunal against nogam parishad and after objection if there is any legality on ur side ...nominal fee must be charged

A.If u have legal property then u must to permission from concerne department for construction
