Freedom of travel is not allowed on hartal days

On 09.04.2018 hartal day on the Supreme Court instructions that all private vehicle will have the freedom of travel as its a basic rights of Indian citizen. As I am tax paying citizen of India. How to file case online and details regarding the same.
