Carrier on private Car vehicle

Under which clauses the fine has imposed if we carrying luggage on roof of the car and carrying cloth suits case. Ahmedabad RTO took illegal money of 500 from me. He told that there is fine of Rs 1500. I have to apply and take permission from RTO before fixing the carrier. He took advantage of person going to railway station to drop family.

Dear Client,
There is no prohibition in the Motor Vehicle Act, 1988, and the Central Motor Vehicle Rules, 1989 against the installation of luggage carriers atop private four-wheelers to carry the luggage of passengers of that vehicle. There is no requirement to take prior permission for installing the carrier either. Installation of carriers is completely legal irrespective of the type of car you are driving down the road. The Motor Vehicle Act is universally accepted in the entire country, which does not prohibit any private four-wheeler from installing a luggage carrier rack or box on the roof of the car. There is also no exception for cars running on CNG or liquid fuel like diesel or petrol.

Under Indian traffic laws, particularly the Motor Vehicles Act, 1988, carrying luggage on the roof of a car without securing it properly can be considered a violation. According to Section 52 of the Act, any modifications to the vehicle, including the addition of a roof carrier, must comply with the manufacturer's specifications and require approval from the RTO. However, there is no specific clause that imposes a fine of Rs 1500 for merely carrying luggage on the roof unless it poses a safety hazard. If you believe the RTO officer took illegal money from you, you can file a complaint with the transport department or the Anti-Corruption Bureau. It is advisable to carry proper documentation and receipts for any fines paid to avoid such issues in the future.
