Stray Dog Bite

The civic authorities i.e, the Municipal Corporation who are required to maintain a dog squad for mass sterilization of street dogs to handle the stray dogs biting are responsible for any mishap or injury/incident caused by a stray dog biting any public. So, try to file a mass complaint over the issue to the Municipal Corporation for a resolution in the matter. Recently in 2023, The Punjab & Haryana High Court issued a slew of directions to police to expeditiously deal with the cases lodged pertaining to incidents of stray or wild animal menace in Punjab, Haryana & Chandigarh. In the case of stray dog bites, the Court has ordered a minimum compensation of Rs.10,000 per tooth mark of a bite by stray dogs. The Court clarified that the State shall be primarily responsible to pay compensation with a right to recover the same from the defaulting Agencies/ Instrumentalities of the State and/or the private person. On the other hand, stray dogs are protected under the Prevention of Cruelty to Animals Act (PCA), 1960, Street dogs cannot be beaten, killed or driven away or displaced, or dislocated, they can only be sterilized in the manner envisaged in The Animal Birth Control (Dogs) Rules, 2001, vaccinated, and then returned to their original locations.
