Section 11 of Prevention of Cruelty to Animals Act, 1960 lays down any act of cruelty towards animals is punishable. This includes beating, kicking, torturing, or causing unnecessary pain or suffering to any animal. Violators can be fined or imprisoned. Section 428 and 429 of the IPC have been combined into Section 321 of the BNS, which addresses causing unnecessary pain or suffering to animals. You can file a complaint with the local police station under the Prevention of Cruelty to Animals Act and BNS. You can also approach the local Animal Welfare Board or the Society for the Prevention of Cruelty to Animals. You can issue a legal notice to the society or individuals involved, warning them of legal consequences if they continue to harm the cats or prevent you from feeding them. If the harassment continues, you can approach the local court to seek an injunction against the individuals to prevent them from harming the cats or stopping you from feeding them.
