Any corruption case against the government employee has to be filed through a proper mechanism. You will have to lodge a complaint with the ACB department of the state and the department will pass a resolution to initiate criminal case against that government employee. Only when the sanction has been passed, then someone of the rank of SP, can initiate the investigation and take the case forward.

It is like "who shall be the cat" and the like. Judiciary is one such department against which many people not aware of the procedure to lodge complaint against such corrupt judges.

A grievance regarding a complaint against a Judge can be taken up for inquiry by the concerned High Court or Supreme Court as per their in-house procedure. As per guidelines issued by the Supreme Court of India, grievances against Judicial Officers must be sent on sworn affidavit with verifiable facts to the Registrar General of the concerned High Court. Petitions, applications and other documents to be filed before a Court of Law should not be forwarded along with grievances as these are to be presented in person or by a duly authorized agent or by an advocate on record duly appointed for the purpose. As the Judiciary is an independent organ and the Government does not interfere in the functioning of the Judiciary, no further follow-up or correspondence is made by the Government after forwarding of grievance to the concerned High Court or Supreme Court, as the case may be.
