Holding charges

I bought a flat in dec 2019 and received letter of possession after clearing all the dues, however I didn't got the registration done and builder is still awaiting on nocs from certain department, would like to confirm if I am still liable to pay hording charges as company is sending constant reminders that I am liable to pay holding charges

Dear Sir,
First get into the physical possession of the flat then you are not liable to pay holding charges since due to negligence on the part of builder you are not enjoying the property.

Dear client
Ideally, the possession is given after the registration of the flat, and once the possession has been given after the registration of the flat, the owner is supposed to pay all kinds of taxes and charges, including the holding charges. Since the ownership is yet not transferred to your name, so any kind of taxes or charges should not be paid by you and should be paid by the original owner who is supposed to be the builder or the Landowner.
You must also check your agreement for sale and look for such kind of clauses and if it is mentioned over there that you will have to pay the holding charges even before registration, then you will have to abide by that
