A. ) Dear Sir,
In civil cases based upon dues on credit cards no warrants can be issued unless he have issued any cheque in favour of them.

A. ) No. They need to send you a legal notice and thereafter the court issues a summon. IF even after that you do not present yourself, then, a warrant is issued on your name compelling your appearance.

Then why did some person stating Iam a police says warrant is issued against me

If before it u got any such notice .if no then no warrant issued by court directly. If send before it then it will be possible . Just approach to the court and ask about it
