As per the guidelines of the Department of Empowerment of Persons with Disabilities (PWD), a person having normal vision in one eye and nil or field vision of 10 degrees in the other eye is assessed as 30% disability. Therefore, such persons cannot be treated as persons with disability in terms of Section 2(t) of the PwD Act, 1995. The driving test requirements for physically disabled people in India are generally the same as those for non-disabled people. However, there may be some modifications or exemptions depending on the person's disability. A one-eyed person can be issued a driving license if he/she is medically certified that the disability that he/she is suffering from will not be a source of danger to the public on the road. A one-eyed person can apply for a grant of a driving license as per Section 9(2)(b) of the Motor Vehicles Act 1988.
