A liquor license is issued by the Excise Department of the respective state. It is illegal for any individual to manufacture, dispense, or sell intoxicating alcohol without a valid state license. So, to stop such illegal selling of liquor you can bring the matter to the notice of the concerned Excise Department or the nearest district office of the Department of Alcoholic Beverage Control.
