Shoes rack issue

On our floor there r 4 flats.among them three flat have some space in corner they can keep their shoes rack fixed.but as only one flat have no space in the corner. But near between fron flat one ralling is there and I keep my loose rack over there. 20 flats in my apartment.ong them only 5 flat have same situation but now situation is 1 floor have not made their rack inside. 2 and 3 flat have 2 flats on the floor So they made their rack together one side and occupied so much space near to lift. 5 floor haven'tade furniture so no issue they keep outside.near to door. Now I face After my furniture. Have been finished my outside door will open outside the wall.as wall ends stair is there so no space for rack on stair n not behind open door. As all other flat have behind opened door some space. Soy builder said keep rack along with ralling means after stairs rallig is there So I keep there.now my front flat holder don't like this just saying that this place would be empty.jut keep on stair wall.not here.i f I hang my rack on stair wall it should not be opetatable properly and + size should I alter to compact which I don't want.i alreadyaade a shoes rack according to ralling size. Now dispute is going on. Front flat owner lady always bitting my rack and broke also And always push it towards stair. She harms my belongings I told them will go legally and fight in the court.but he force to other flat owner. Now m alone and all other 19 are oppose to me and force.e to remove my rack. As I read my documents Common space is common for all.all have same right. As other flat member can keep fixed shoes rack on there floor so I don't . M want to keep bcoz of this point only. I just want to solutions for front flat holder who harmy belongings when nobody is there in my house.
