Child Sexual Abuse

I was sexually abused by my uncle (Dad's brother) in childhood, in the years 2002-03. I was 8-9 years old that time. He was 20-21 years old. He used to stay with us that time. I was quiet since long as I was scared. I am suffering mentally a lot. Can I complain to police now? Can any legal action be taken against him now?
I confronted to him these things few weeks back, he started abusing my parents and his wife is threatening that she will file Dowry case against my parents.

A.Dear Sir,
There is no limitation to initiate criminal action against anybody. Approach some strong NGO and fight for justice.

Also, as I mentioned she is threatening to file dowry case against my Dad. Can she file dowry case only on my Dad? Nothing will happen to her husband and her father-in-law?

she too has her rights to file a case against any atrocities caused to her. but filing case against your father only will not sustain and he (your father) will be discharged, if they, by anyhow, managed to file the case
