I borrowed money to a friend a year ago, now he is not returning my money

Hello,
I borrowed my credit card to a friend a year ago, he swiped around 1.1L and promised to pay the bill. But, he was only paying the minimum due. Past three months, he is not paying anything and he changed his mobile number.
Is there any way to get my money back?
I have all his details such as copy Aadhaar, passport, voter ID. Also, he is working in next building to my company, but I couldn't catch him.
Later I came to know, he owe money to some of his other friends too, now they are also searching for him, but nobody taken any legal step.
