To register a property, the buyer, seller, or their authorized representative must apply to the relevant Sub-Registrar Office in Ghaziabad. The original sale document, also known as a conveyance deed along with receipt of stamp duty payable for registration of the deed of sale shall be submitted before the Sub-Registrar on the date of registration of the deed along with Aadhaar cards, PAN cards, passports, and voter ID as an identity proof and ration cards, utility bills, and bank statements as address proof of both the seller and buyer of the property. Both the buyer and the seller must present before the registering authority on the date of registration of the sale deed. From the contents of the query, it appears that the Builder has not registered the deed of conveyance with Seller Y. As a result, Seller Y is required to be present before the Sub-Registrar as a confirming party to the sale on receipt of the consideration money from the buyer. Although this procedure of registration has no legal sanctity, it solely depends upon the discretion of the Registering Authority.
