Complicated and confusing FIR

I am assuming you are talking about section 35(I) under section BNSS which state that any police officer may without an order from a Magistrate and without a warrant, arrest any person. So now you can take few steps to safeguard your self.

First you can obtain a Certified copy of the FIR. If any FIR has been lodged against you the FIR must have been submitted before court so you can directly obtain a certified copy from their. After obtaining the Certified copy you can go for Quashing of FIR. Since the FIR is technically closed, it's advisable to file a petition for quashing in the High Court to ensure that the FIR is formally quashed to avoid any complications in the future.

Now the question of Government job Yes, since the FIR is not under investigation and marked as "action dropped," it should not be a hurdle in your government job application.
