issuing of caste certificate

I m a permanent resident of karnataka .i m currently working in kerala for last 13 yrs .i hv applied for my daughters scheduled caste certificate.they hv denied saying that caste certificate wil b issued at the place of current residence .i hv tried to show the guidelines of supreme court in "'action commitee on issuing caste certificate "' which clearly mentions that the place for issuing caste certificate is the place wher ur parents are permanent residents,. temporary absnce from theplace of ur permanant residence because of education and employment cannot be a reason to deny the caste certificate. sadly they didnot even care to see that order.my all the needful documents belong to karnataka address,,like aadhar ,voters id,driving license and my daughters aadhar also is with my permanant address in karnataka.my own caste certificate has address of my place in karnataka. i dont have ration card of my karnataka address .please guide me if any other law or rules that governs them not to issue caste certificate to my daughters
