Building society asking money for transfer of flat owner name Building society asking money for transfer of flat owner name

I stay in building society. If I sell flat or rent a flat, they ask a lump sum money. Although they did not give any service in this account. Is this legally valid. Is it not imposing or forcing a person to pay money as they are powerful .

A.Dear Sir,
You just take a permanent injunction against them restraining them claiming any amount without filing a suit against you.
