Even for second-hand items, sellers are responsible if they misrepresented the condition or sold you a non-functional item without disclosing it. You can do this through a lawyer. Send it to the seller’s last known address and through WhatsApp/email if available.
Moreover, if the seller was a business (not just an individual), you can file a complaint at the Consumer Forum.
If the seller intentionally deceived you, it may qualify as cheating or fraud under penal laws of the country. Visit your local police station and file a complaint.
