Apartment maintenance cost are high and no transparency

Hi, Our apartment situated in South Bangalore. And there's no OC for the apartment so owner association not registered but however they registered a welfare association under society act. Our apartment is a small aot with 32 to 35 units only. There are few gang of members who manage the apartment always. Otherwise they'll create troubles. There are no by laws. They are charging huge amount every month compare to similar Apts in the area. Also no proper bills or receipts for expenses simply one excel sheet shows the breakups. If we raised any concern they gather and starts harassment in WhatsApp and shouting in meetings etc.. they always creating fake stories like water leakage and order extra water tankers and that to not properly register or documents. adding extra cost for tankers, no receipts from water tanker providers, inappropriate calculations and demanding more money for maintenance etc. Whenever we raised our concerns, rather than justifying they all come together and start gangster attacks, abuses and harassment over on WhatsApp or meetings. Because of questioning they removed our electricity fuse 3 times and stopped water etc... I strongly doubt on them, even altering bank statements also .. once I halt and hold one month maintenance due to such activities. Then they started abusing removed fuse. Also the cctv controls keeping by the President's flat. If we ask for footage on who removes our fuse they don't provide becausethey'reteam only behindthat. Already failed a police complaint but they don't care. Also there are few other defaulters and one permanent defaulter too. But they don't bother about those defaulter's and they're treating me like a permanent defaulter and taking revenge against me. Now the question is how can move legally against them and bring transparency in our society. There are few other owners also but they never raise their voices. Seeking advices on the legal process.
