DDJAY Plot Offer of possession with Completion Certificate recieved

The builder is asking me to clear all dues on offer of possession of a plot in Deen Dayal yojna and will gete property registered on my name by conveyance deed. Though he has applied for completion certificate & as per HRERA 95% of the work is completed as per last update i.e. w.r.t to Jan'2025. The concern is there is no completion certificate of the plot. With no CC what difficulties, I may face in future after registration of plot. Please help.

Dear Client,
A Builder cannot hand over the possession of an under-construction project unless they obtain a Completion Certificate(CC) and Occupancy Certificate(OC) from the Municipal Authority that approved the Building Plan. An occupancy certificate proves that the building is legally constructed and safe to live in. Without a CC and an OC, it is illegal to occupy the property, and occupiers may even face legal consequences if they do the same. A completion certificate certifies that the construction has been completed in compliance with the approved building plans and that the building is ready for occupancy. A CC is a prerequisite for the issue of an occupancy certificate(OC), and the Builders/Developers are solely responsible for obtaining both the certificates from the concerned authorities.. In the given scenario, when the housing complex is a registered project of HRERA, then serving a legal notice to the Builder, file a complaint against him under Section 31 of the Real Estate (Regulatory and Development) Act, 2016 before the Adjudicating Officer of RERA claiming compensation for the deficiency in service and for deviation or breach of the condition of Builder Buyer Agreement(BBA)/Sale Agreement. You can also file a complaint against the Builder for deficiency in service and unfair trade practice before the Dist. Consumer Commission under Sec.. 35 of the Consumer Compensation Act, 2019, claiming appropriate relief along with compensation for harassment and cost of litigation. The complaint before the Consumer Court should be filed within two years from the date of the cause of action, It may be noted that you cannot raise your complaint/claim simultaneously before the Consumer Court and RERA for the same cause of action at a time. If required, consult with an Advocate to navigate the issue legally and correctly.
