As per Order No. (Ms) 145 dated 06/07/2018 issued by the Director, Department of Higher Education, MHRD, GOI, and the Secretary, UGC, MHRD, the incentive structure is built into the pay structure itself. Those having M Phil or Ph.D. degrees will progress faster under CAS. Therefore, there shall be no incentives in the form of an advance increment for obtaining the degrees of M Phil or Phd. Further, on 10th February, 2025, the UGC issued a similar directive stating that there would be no advance increments for teachers obtaining MPhil or PhD degrees. M.Phil and Ph.D. holders are eligible for faster promotions within the Career Advancement Scheme (CAS), which is designed to recognize and reward higher qualifications and experience, rather than offering separate, one-time incentives. The UGC has clarified that the earlier directives regarding advance increments were superseded by subsequent regulations, which focus on the CAS as the primary mechanism for recognition and reward to M Phil or Phd degree holders. Given the above directives of the governing authorities, if you feel yourself a victim of discrimination or injustice, you may escalate your grievance before the UGC. To streamline the stakeholders' grievance redressal mechanisms, UGC has merged its existing portals/ helplines except for the Anti-Ragging Helpline and developed a new portal, "UGC e-samadhan". A step forward: Service to Stake Holders," which is a single Window system for all the stakeholders for registering their complaints/ grievances on the portal, which is available 24x7 with a click of the mouse. A toll-free No. 1800-111-656 will also be available on the UGC website 24x7 for lodging complaints by the stakeholders on any issue faced by them in their educational institutes affiliated with State or Central Universities recognized by the UGC.
