we live in a joint family ours is a 4 story premises we live in ground floor and 1st floor bleongs to my uncle who died in 2000 and his son left the this building around 13 years ago. rest of the building is occupied by my other uncle. our problem is this hence we live on ground floor we are facing alot of health issues as my cousin(my dead uncle's son) not allowing us to close the windows of his portion. his portion is full with cat litter and pigeons. dead pigeons too. he stirctly refuses to keep the place clean..we request him several times to just come over for 1 hour we will clean it we dont want to occupie it we want to live healthy as the smell is killing us some time it feel so suffocated but he and his wife always refuses bringing up old matters useless and baseless conversation..my father died in 1993 he never helped us in any form still claims that he had been very helpful and we were the one who made him leave this house.
he is doing well in life have a good buisness own house, car every luxury.we never been to his place never contacted him in any need he is living happily.but he won't let us have a peaceful life. please suggest us what can we do is their any law to help us to get rid of this problem once at all.

A.Send him a letter requesting him to allow you to clean such. If he doesn't respond then you can file a suit against him by making a complaint before the judicial magistrate.
