An upstairs neighbour is doing renovations in his house including additions of balcony etc, but all this without proper tarpaulin covering for safety and today a window glass shattered into our balcony...whom do I complain about this? Have requested the Contractor multiple times plus spoke with the owner but to no avail. What can be done in this case?
