Since the RO and refrigerator are not working and the PG owner is being rude and unresponsive, you can send a formal complaint via WhatsApp or email so there's written proof.
Moreover, if others in the PG are also facing this issue, raise a collective complaint.
If nothing changes file a consumer complaint online. You can also complain to the local municipal office if the water quality is affected due to non-working RO.
However, if the environment is not changing or the owner is not listing to your complaints and your basic needs aren't met, consider moving out to a more responsible PG or flat with clear written terms.
