Builder delaying construction work independent house

Builder is delaying the construction work of our independent house in chandigarh.He has not been answering calls and he just has given an engineer who is working at snail pace and telling you should change builder but how do i get compemsation for this and also amount paid is almost half of contract and still civil is not completed

Dear Client,
A delay in the construction of a building is considered a deficiency on the part of the Builder. So, in the given scenario, serving a strong legal notice, you can file a complaint against the concerned Builder for deficiency in service and unfair trade practice before the District Consumer Commission claiming appropriate relief along with compensation for harassment and cost of litigation. The complaint should be filed within two years from the date of the cause of action, i.e, the date of failure to construct the building. If required, consult or hire an Advocate to navigate the issue in the right way.
