Smoking in public places is prohibited under the Cigarettes and Other Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply and Distribution) Act 2003, or the COTPA Act 2003 and as per Section 21(1) of the Act, whoever contravenes the provisions of section 4 shall be punishable with fine which may extend to two thousand rupees. As per Section 21(2), an offence under this section shall be compoundable and shall be tried summarily following the procedure provided for summary trials in the Code of Criminal Procedure, 1973. A "Samaj Patra" is a form of notice or letter issued by the police, often used to inform a person of a complaint or accusation against them without necessarily requiring their immediate arrest. It's a way to formally notify someone of a complaint or accusation and give them an opportunity to respond or cooperate with the investigation. Samaj Patra may be issued in minor cases to allow for preliminary investigation and resolution. It allows the police to gather more information, or for the case to be addressed formally, and call the person to appear at the police station or a court. So, don't take it lightly.
