UGC REGULATIONS 2009 FOR EXCEPTION FROM NET FOR PHD REGISTERD BEFORE 2009

As per UGC regulation we have to get a letter from the institution where you completed the PhD to avail out of NET and also to get compounded increments for those who have registered for PhD before 2009.
1) PhD should be done Regular mode only ( Full time or Part time)
2) Peer reviewed journal publications should be their
3) Public viva voice
4) Atleast two external examiners
5) should have presented 2 papers from the thesis in two conferences/seminars etc.
And we have to get signed the higher authority of the university under its letter head.
In the above 5 conditions i satistify all but in the 5 th condition of having two presentions in the thesis I have only done one poster presentation at indian science congress My guide had not adviced me or told me to do another presentation even though I worked my PhD for 7 years with extension published in Sci expanded jounals and ugc peer reviewed journals Just because of seminar not presented during my 24 years to 30 years when i was young and i had to obey my guide for the rules I had done it without my knowledge in this case As a student their we follow the guide. I cannot go back on time. How should i sort this out.
You may approach High Court to get appropriate relief..
