GETTING A REFUSED EMPLOYMENT IN RAILWAY

I did act apprentice training from indian railway CLW ( chittaranjan locomotive works, west bengal in 1999 ) but when appointment came in 2005. I could not avail it. due to my non availablity Can I get this job on any ground now ? If yes how ?

As per the norms you cannot avail the job. However you can convey the same message tot he authorities and then see what can they do for you.

You cannot get the job as completion of Apprentice Training does not guarantee any job.
