Attachment of salary of AP Government employee

Better go to High Court and get it cancelled on the ground of territorial jurisdiction.

It is highly probable that the Telangana Jangaon court directly issuing an attachment order to your DDO in Andhra Pradesh does not have direct jurisdiction to do so.
