Rent and deposit refund issue

Mention that without a formal agreement and occupancy, retaining the rent and a major part of the deposit is unjust.

Give them a reasonable deadline (e.g., 7-10 days) to refund the money.

State that if the money is not refunded, you will be forced to explore legal options.

Keep a copy of this communication for your records. Send it via email (with read receipt if possible) and/or registered post with acknowledgment due for stronger proof of delivery.

Explore Consumer Forum/Mediation:

Consumer Forum: You could consider filing a complaint with the Consumer Disputes Redressal Commission (Consumer Forum) as this might fall under "deficiency in service" or unfair trade practice. While typically for goods and services, rental agreements, especially in the absence of a formal contract, can sometimes be brought under this.

Mediation: If possible, suggest mediation. Some cities have community mediation centers that can help resolve disputes without going to court.
