Non payment of Apprentice stipend

You can file a complaint with the Assistant Labour Commissioner or the Labour Commissioner's office in Mandi. Non-payment of wages/stipend is a serious labor law violation.

They can mediate between you and the bank and, if necessary, initiate legal proceedings.

It is a most unexpected event you are facing from a largest nationalised Bank of the Country because of technical glitch which you should appreciate is not under control of the Bank. If your contract of apprenticeship or probationer stipulates the payment of monthly stipend of the preceding month by 10th of the current month, then keep patience and trust on the Bank who would certainly make the payment once the technical glitch in the system is fixed. Your personal need or urgency has no role to play when a system is hanged for technical reason. You can approach the Bank explaining your necessity/urgency to disburse the stipend or arrange for a short term personal loan to tide over the crisis. As regards payment of outstaniding stipend post-resignation, you have to abide by the terms and conditions of the apprenticeship contract. In case of unreasonable delay, you can bring the matter to the higher authority of the Bank explaining therein your urgency and requesting for early disbursement of outstanding monthly stipend that adversely affected your career.
