The central government and state governments maintain separate lists of castes eligible for reservation benefits. A state caste certificate is only valid within the state where it is issued, while a central caste certificate is valid throughout India. A caste certificate issued by the Executive Magistrate of Delhi, even if valid for state-level reservations, may not be eligible for central government reservations if the caste is not listed in the Central List of Scheduled Castes (SC) for Delhi. If you have a birth certificate from Uttar Pradesh, you can apply for a caste certificate from Uttar Pradesh, attaching an affidavit explaining the reason behind your application for the issue of a caste certificate from UP, but it depends on the decision of the State Level Caste Scrutiny Committee.
