Karnataka also recognizes the OBC Non-Creamy Layer, but state rules sometimes differ slightly.

In Karnataka, the income ceiling is ₹8 lakh, but:

The state generally includes salary income in the calculation.

However, agricultural income is excluded from creamy layer computation.

As per the revised Karnataka State Govt. Order, the family income limit for Category 2A, 2B, 3A & 3B claiming reservation of seats in Engineering/Farm Science, etc is 8 lakhs per annum and the candidate should have got the certificate issued by the jurisdictional Tehashildar to that effect. The category 2A is meant for occupational castes like Kumbara, Ediga, and Kuruba. The Form "F" required for the Karnataka Common Entrance Test (KCET) is an income caste certificate form for OBC classes like 2A, 2B, 3A, and 3B issued by the concerned Jurisdictional Tahasildar. The income of the parents from the salaries and from the other sources (income from agricultural land] is determined separately. If the income of the parents from the salaries or from other sources ( income from agricultural land) exceeds the limit of Rs.8 lakh per annum, the sons and daughters of such persons shall be treated to fall in the OBC creamy layer category. But the sons and daughters of parents whose income from salaries is less than Rs. 8 lahks per annum and whose income from other sources is also less than Rs.8 lakh per annum will not be treated as falling in the creamy layer category even if the sum of the income from salaries and the income from the other sources is more than Rs.8 lakh per annum. It may be noted that income from agricultural land is not taken into account while applying the Income/Wealth Test. The eligibility for an OBC NCL certificate is determined based on the annual income of the applicant's parents if the income falls below Rs.8 lakh in a financial year. As per the DOPT circular no. 36033/5/2004-EStt(Res) dated 14/10/2004, page 5, Clause 7, applicable to a government employee, it is clarified that if the father of sons or daughters is directly recruited in Class - III/Group C or Class - IV/Group D employees and he gets into Class - 1/Group -A at the age of 40 or earlier his sons or daughters shall not be treated to be falling in creamy layer category regardless of the income that exceeds the threshold limit of Rs.8 lakh p.a. Group C and Group D government employees, even if their income exceeds the threshold limit, can apply for OBC NCL Certificates because income from Salary and Agriculture is not counted as their income.
